The Gimp: A full featured image manipulation program. This program is a rival to
the full version of PhotoShop. Can be confusing at first, but there are
lots of tutorial sites. The Gimp
Paint.net: Another great open source program, not as extensive as the Gimp, but
all you need for most image editing. Paint.net
Inkscape: Open source draw program with many features. Well supported with a
good help menu. This is not a photo editing program but is good for
designing and you can import just about any type of image into your

PortableScribus: Great little no install program. You can run it on your PC or
load it on a usb zip drive and take it with you. Not the greatest Help file
but once you get the hang of it a very versatile program. PortableScribus
Serif PhotoPlus 6 & DrawPlus 4: These are free downloads of old versions of
these programs. Both are very good programs and easy to use but a little
dated. There are nag screens for you to upgrade, which you might want
to do. I personally use PhotoPlus 11 for image editing and PagePlus 11
for designing. They also offer a free download of PagePlus SE but you
can only save in it native format, so it good for designing and printing,
but not for sharing. Free Serif
Scrapebook Flair: This is a very good scrapebooking program, lots of Backgrounds,Frames and Clipart. You can download more if you register on the site, registration is optional the program is free and quite functional as is. Scrapebook Flair
Whats important about all of these programs is the ability to setup different
Layouts and to save/export to an image format at 300dpi
